ERDC/EL TN-11-1, Flood Risk Management: Insights from an Expert Modeling Process

چکیده

PURPOSE: Recent severe storm experiences in the U.S. Gulf Coast illustrate the importance of an integrated approach to natural disaster preparedness planning that harmonizes efforts of implementing agencies and stakeholders. Risk management decisions that are informed by and address risk perceptions and behavior of decision makers and stakeholders are essential for effective risk management policy. Formal (versus ad hoc) analyses of risk manager and stakeholder cognition represent an important first step. The mental models approach (e.g. Morgan et al. 2002) is one methodology for revealing, characterizing, and mapping stakeholder beliefs about risk that has demonstrated success in developing more effective cross-stakeholder communication strategies and informing policy decisions. This technical note summarizes the diagrambased, expert mental models representation of influences on U.S. Army Corps of Engineers (USACE) flood risk management activities. Understanding these expert mental models of processes central to USACE functions, including those of flood risk, preparedness and response will enable the Corps to bridge differences across and within stakeholder groups, cultures, and disciplines, internally and externally. The mental modeling approach can be used by USACE to synthesize values and objectives of Corps organizational units to provide a unified framework for managing natural disasters, as well as other emerging challenges related to USACE’s mission and vision.

ERDC/TN ANSRP-16-1 "Swimming Performance of Adult Asian Carp: Field Assessment Using a Mobile Swim Tunnel"

PURPOSE: Empirical swim speed data are needed to manage invasive bigheaded or “Asian” carps (Figure 1). However, such data are limited within the scientific literature. The large size and active temperament of the carp combined with current legislative restrictions concerning transport, make them difficult to acclimatize and test in traditional laboratory swim tunnels. Biologists from the Engin...

Risk analysis of urban flood in Bandar Abbas using Machine Learning model and Analytic Hierarchy Process

Extended abstract 1- Introduction Floods are one of the natural events that cause human casualties and damage to buildings, facilities, gardens, fields, and natural resources every year. Urbanization disturbs the balance of slopes through indirect intrusion within watersheds, kills vegetation, soil compaction, and changes in the profile of waterways, increases the severity of floods, and incr...

ERDC TN-EQT-13-1 "Modeling RDX Reduction within Iron Bed Reactors"

PURPOSE: Iron has been used to reduce organic contaminants including high explosives (HE) such as Research Department Explosive (RDX). Work is ongoing at the U.S. Army Engineer Research and Development Center (ERDC) to develop guidelines for using iron bed reactors to remove RDX in surface water runoff from the impact areas of firing ranges. As part of this work, a mathematical model was develo...

PURPOSE: Yellow starthistle is one of most problematic invasive species in grass and rangelands in the western United States. It has expanded its distribution since the 1950’s threatening native species’ diversity and reducing the utility of rangelands for livestock. Control of yellow starthistle has relied heavily on the use of picloram and clopyralid. Although these herbicides have been widel...

Flood hazard zoning in the Ilam city using AHP and GIS

Developing urbanization and changing hydrological conditions of natural streams increases the flooding risk. This study tries to do flood hazard zoning in the Ilam city and determine the critical area of the urban regions against flooding by using AHP method and GIS environment. For this purpose, the parameters of the curve number, height, distance from the river, geology, land use, population,...
